Granting Documents
In 2018 the NYS DEC changed their method of allowing volunteers to support their efforts of maintaining State land and resources. In the past an Adopt- A-Natural Resource (ANR) agreement was used. Going forward the agreement is called a VSA or Volunteer Stewardship Agreement. The ELPOI has maintained the Eagle Lake out flow spillway dam and the area immediately around it for several decades under the ANR and prior to that under a Temporary Revocable Permit (TRP). All of these various agreements between the DEC and the ELPOI have allowed for the lake level to be controlled within a +/- 4" range of zero. This is done by adding or removing boards. The agreement also allow the ELPOI to work under the auspices of a DEC issued nuisance permit to trap beavers and to clear any dams they have built on or around the spillway.

The elevation of Eagle Lake was determined by NYSDEC on August 8, 2018 to be 944.65. The '0' mark on the guage on the west abutment of the Eagle Lake bridge/box culvert was determined to be 944.80. These elevations are based on a brass disk benchmark found at the southeast corner of the bridge having an elevation of 950.38 as supplied to NYSDEC by NYSDOT.

It also provides permission to remove debris from beavers from the spillway, disturbance of other impediments is by a separate permit.
